 Chhattisgarh Govt paid extra Rs.65 lakh to buy AgustaWestland copter  Even as the nation is embroiled in the Agusta Westland Helicopter scam, the Comptroller and Auditor General, in its latest report, has indicted the Chhattisgarh government for overpaying Rs.65 lakh for the purchase of a VVIP chopper of the same brand. Chhattisgarh purchased Agusta A-109 Power helicopter, used for commercial, government and military purposes, in December 2007 for Rs.25.96 crore. Around the same time, the Jharkhand government paid just Rs.24 crore to buy the same model chopper.

When Chhattisgarh was carved out from Madhya Pradesh in 2000, it was given a Super King Air B200 aircraft. Within a year, it bought a new Eurocopter EC135 to complete its fleet for VIP use. Four years later, it bought a new King Air B200 for Rs.23.88 crore after selling the old aircraft for Rs.6.70 crore. In 2007, the state's aviation department felt it needed one more chopper for the VIPs, thanks to the growing Naxal menace.

Like the Union government, it zeroed in on Agusta  Westland helicopter for VIP use. To explore options for procuring a new copter, the government set up a committee, comprising the principal secretary to the chief minister and the finance secretary, under the chairmanship of the additional chief secretary, who was in charge of the aviation department. Instead of calling open tenders according to Store Purchase Rules, the committee approached the cabinet to grant  relaxation from calling a global tender on the ground that the helicopter was a specialised product''. The cabinet authorised the committee to negotiate with the Hong Kong-based dealer Sharp Ocean Investment Ltd and its India representative, OSS Air Management. The company quoted $63.15 lakh as supply price of the helicopter, including a premium of $2 lakh. The government paid $35.97 lakh as advance, and after negotiation, the dealer agreed to waive the premium and sell the chopper for $61.25 lakh (Rs.25.31 crore) provided the purchase contract was signed before March 29, 2007. But as the government failed to sign the agreement before the due date, the company refused to sell the chopper. It, however, returned the advance.


According to the CAG report, “having failed to sign the contract by the due date, the government had by this time (in May 2007) floated global tender for the purchase of the VVIP helicopter. Out of the five bids received, the cabinet approved the bid of the same Hong Kong-based dealer, who had offered to supply the helicopter earlier, and signed the agreement for $65.70 lakh (Rs.25.96 crore)''.The government purchased the same helicopter model from the same dealer at an extra cost of Rs.65 lakh. In its reply to the auditors, the Chhattisgarh government, in May 2011, said, “Before signing the contract, the government wanted the company to bring down the price to $55.91 lakh (Rs.24 crore at the exchange rate prevailing in 2005-06). Since the company did not agree to that price, global tenders were floated to maintain transparency.''This reply, however, did not cut ice with the CAG. “The state government's reply is not acceptable as the government failed to finalise the first offer in time,â€￾ the CAG report pointed out. “Further, at the first instance, relaxation from calling global tender was granted on the ground that the helicopter was a specialised product. Then, calling tender for a particular brand and model would not have in any case increased participation, and therefore was not justified. Thus, purchasing the same brand and model of helicopter from the same dealer at a higher price led to extra expenditure.''In excessWhat?The CAG has indicted the Chhattisgarh government for paying Rs.65 lakh extra to Hong Kong-based dealer Sharp Ocean Investment Ltd for the purchase of Agusta A-109 Power helicopter in December 2007.How?* The government's negotiating committee did not call for a global tender.* The dealer in Hong Kong agreed to sell the chopper for Rs.25.31 crore, the offer being valid only till March 29, 2007.* The government failed to sign the contract on the due date.* The government then floated a global tender in May 2007. * Of the five bids, the cabinet approved the bid by the same dealer in Hong Kong and paid Rs.25.96 crore.

Dr Anand Rai and Ashish Chaturvedi have emerged as Heroes in MP Vyapam Scam

The Vyavsayik Pariksha Mandal, or MP Vyapam Scam, Scam has exposed the dark core at the heart of India's growth story. It's both a natural consequence of several concurrent political and social trends of the recent past as well as an example of everything that is wrong with India. Here's how:
Rise of the aware citizen : Scams like this cannot be under the radar for long because of the Right to Information Act, an instrument of democratic participation that the UPA helped pilot and then lived - or rather died - to regret. Fortunately for citizens with a strongly developed conscience, RTI still works, despite the best attempts of those in power (including those who passed it) to subvert it. In MP Vyapam Scam, Dr Anand Rai of Indore and Ashish Chaturvedi of Gwalior have emerged as heroes despite the BJP's best attempts to smear them.
The national media's obsession with Delhi for politics and Mumbai for business and Bollywood: Yes, I know, I know, that's me too. As sociologist SS Jodhka says, this is a test for the national media because it's the first time this government is confronting a vocal media willing to stake lives in the quest for truth. How each reacts will set the stage for the terms of engagement for the rest of the BJP's term. So far, Prime Minister Narendra Modi has managed to pass off his silence on MP Vyapam Scam as strong statecraft rather than a weak will to deal with corruption.
A flawed education system, even more flawed societal values: More than 1,000 admissions in Madhya Pradesh medical colleges have been revoked. Many of those dead are students who had got admission to various colleges by paying bribes, or job aspirants who tinkered with the recruitment tests. What does it say about the desperation of a generation that its parents will actually take loans to indulge in blatantly unethical practices? It's a tragic comment on both our education system as well as our values as a society that parents are demanding justice for their children after paying bribes. Palshikar says the lower rungs of the middle classes are willing to be complicit in any and all scams - because the economy and the state have very limited opportunities to offer them despite the dreams generated by possibilities of economic advancement. "This means that the unequal benefits accruing from economic policies and disproportionate expectations generated by those policies will enhance the social acceptability of mismanagement of state powers by the political elite." This is what Amartya Sen means when he talks of growth: That having an uneducated and unhealthy working population is not only bad for human wellbeing but also detrimental to steady and sustained economic growth. Not a single industrialised nation in the world has got to where it has without investing in human capital, he says, not even an authoritarian state like China. We aren't doing it, which is why there is a MP Vyapam Scam waiting to explode in almost every state. Everything that is wrong with Madhya Pradesh is wrong with India.

The emergence of family-driven politics wih a complete lack of public interest: This is most evident in the Akali rule in Punjab. The Akalis, a normally egalitarian party, has been completely taken over by the Badals and the Majithias, who take the business aspect of politics-as-family-business seriously. In MP Vyapam Scam, the mysterious death of Shailesh Yadav, son of Madhya Pradesh governor Ram Naresh Yadav, who was accused of taking money to help ten candidates from Bhind clear the exam for the post of contractual teachers, is an example of this blatant abuse of power. He is said to have conducted his business from Raj Bhavan in Bhopal. As noted political scientist Suhas Palshikar says, the scam shows the extent of cronyism and complete failure of politics to generate a sense of public interest. "That India's political class lives off rent seeking is often talked about but this complex scandal suggests that the relationship of politicians with ordinary people is increasingly becoming extractive. It shows that the political elite in India are increasingly becoming like the classical type of those who live off politics."

Dr. Anand Rai lodged a complaint with CBI against senior BJP leader and former Union Minister Vikram Verma

Dr. Anand Rai is an Indian VYAPAM SCAM Whistleblower, RTI Activist, Medical Officer and Ophthalmologist. Dr. Anand Rai's wife Gouri, who is also a government doctor, too was transferred from civil hospital at Mhow in Indore to Ujjain district hospital last month. Days after Dr. Anand Rai lodged a complaint with CBI against senior BJP leader and former Union Minister Vikram Verma, Vyapam scam whistleblower and government doctor Dr. Anand Rai has been transferred from Indore to Dhar district.

Dr. Anand Rai had lodged a complaint with the CBI alleging that Mr Vikram Verma, using his influence and power, had got his daughter, pursuing MBBS in Santosh Medical College at Ghaziabad, transferred to Gandhi Medical College in Bhopal.  Dr. Anand Rai, who was on deputation at the health department’s training institute in Indore, was transferred yesterday.

Dr. Anand Rai's  wife Gouri, who is also a government doctor, too was transferred from civil hospital at Mhow in Indore to Ujjain district hospital last month. However, unfazed by the transfer, Dr. Anand Rai today said that he is going to move the court to challenge Dr. Anand Rai transfer.

“I am being hounded for lodging a complaint against Verma on July 17 and exposing the Vyapam scam. People involved in the wrongdoings were running the state,” Dr. Anand Rai alleged.  Meanwhile, another Vyapam scam whistleblower Ashish Chaturvedi said he along with his colleagues will write a letter to Madhya Pradesh Chief Minister Shivraj Singh Chouhan seeking that the transfers of Dr. Anand Rai and his wife be revoked.

“If the government doesn’t do so, we are going to protest,” Chaturvedi said. The whistleblowers in MP are being hounded, he alleged.  “We won’t sit quiet against the corrupt government. President’s Rule should be imposed in Madhya Pradesh to replace Governor Ram Naresh Yadav and Chief Minister Chouhan, who are also allegedly involved in the Vyapam scam and holding highest posts in the state,” he said.

The CBI has registered at least 12 cases so far, following Supreme Court’s direction, to probe the scam.  Massive irregularities in various professional examinations and government job tests conducted by Madhya Pradesh Professional Examination Board or ‘Vyapam’ have been unearthed.

The scam allegedly involves several state government officials, former ministers and politicians.  At least, 55 cases have been registered by the MP police and 2,000 accused have been arrested, police said.

The Opposition Congress has alleged that at least 49 people associated with the scam have so far died under “mysterious” circumstances.

Dr. Anand Rai is an Indian Whistleblower, RTI Activist, Medical Officer and Ophthalmologist.  Dr. Anand Rai is best known for exposing the big Vyapam Scam. 

The Madhya Pradesh Professional Examination Board (MPPEB), also known by its Hindi acronym "Vyapam", is responsible for conducting several examinations that are used to select candidates for educational institutes and government jobs. A nexus of politicians, MPPEB officials and middlemen carried out massive irregularities in these exams, allowing undeserving canddiates to be selected.



VYAPAM SCAM
Dr. Anand Rai  attended the MGM Medical College in Indore during 2003-2007. There, Dr. Anand Rai  noticed several irregularities that allowed the children of bureaucrats and politicians to do well despite not attending classes or exams. Dr. Anand Rai became suspicious in 2005 when he attended his MD exams and found that many of the top qualified students were from the same Hostel Block. At that time, Dr. Anand Rai  did not raise the issue as he was a junior.  Dr. Anand Rai  then visited the state capital Bhopal to alert the government authorities. According to him, Dr. Anand Rai  saw a junior Doctor Dr Deepak Yadav and others manipulating medical exam forms, which made him suspect a scam. In 2008, he met his batchmate Dr. Jadgish Sagar (later found to be the kingpin of the Vyapam Scam) at the wedding of a common friend.  

Dr Sagar had left a suitcase at the wedding venue. When he did not return for a long time, Dr. Anand Rai  opened the suitcase to look for Dr Sagar's contact information. In the suitcase, he found several Pre-Medical Test (PMT) admission forms and photographs. 

After finishing his post-graduation, Dr. Anand Rai  joined the college as a faculty member. 

In 2009, Dr. Anand Rai  decided to expose the irregularities in the medical exams, and filed a complaint with MPPEB. The board formed a committee to investigate the matter and discovered that 280 proxy candidates had impersonated the actual candidates in the exams. 

Dr. Anand Rai  believed the scam to be much bigger, and suspected involvement of politicians and bureaucrats in it. After having filed repeated complaints and receiving no response, finally he filed a Public Interest Litigation requesting investigation into the scam in July 2013. 

The subsequent investigation, led by a Special Investigation Team (SIT), resulted in arrests of several politicians including the state's former education minister. He also filed a petition in Supreme Court of India to hand over the investigation of DMAT scam, a private medical college admission scam.  

Since 2005, Dr. Anand Rai  has filed more than 1000 RTI applications, including the clinical drug trials with the Drug Controller General of India (DGCI) 

2015 transfer 

On 17 July 2015, Dr. Anand Rai  lodged a complaint with CBI against senior BJP leader and former Union Minister Mr Vikram Verma. Dr. Anand Rai  alleged that Verma had used his influence and power to get his MBBS student daughter transferred from a medical college in Uttar Pradesh to Gandhi Medical College in Bhopal, Madhya Pradesh. On 20 July 2015, the Government transferred him from the health department's training institute in Indore to Dhar. Dr. Anand Rai  alleged that he was being hounded for complaining against Verma, and stated that he would challenge the transfer in court.Dr. Anand Rai  filed an affidavit in the High court and alleged that Chief Minister Shivraj Singh Chouhan had asked him to stop the campaign against Vyapam scam and DMAT scam. In return, his transfer orders will be cancelled. The court then granted one week to the state government to file the counter affidavit. However, on September 18, 2015, the government cancelled the transfer orders without filing any reply.
